We have to consider that a cone, as a fruit, have differences and similarities, and we can name some of those similarities realizing that in the part number four, there's a channel or duct for the pollen to reach the female sexual cells of the plants, known as pollen tube. Also, we can name that in the part number 3 of the structure, there's the ovule of the cone, while the 1st one and the 2nd one are the seed scale, and a bract scale, respectively.
