Flexible workforce means a staff is working when it is needed. It may means multiple things depending on the business, but for some organizations it could mean to hire multiple freelance / temporary employees during peak season in the business.

So, the answer is, it will not be successful to open a new plant and to start with temporary employees because there will be frequent changes. The temporary employees will learn and leave frequently, that will putting pressure on the Human Resource department and it will increase training cost and effort. The quality and schedule will suffer as well because lack of manpower on daily basis.
