I believe that Judy is stuck at the fourth step of this model. 
The fourth step has to do with people who see that someone is in emergency and needs help, and want to help them, but don't believe they are competent enough to actually provide help. Judy doesn't think her swimming skills are good enough which is why she cannot help the drowning person, even though she wants to.
