The formula is half base times the height. That would mean 9 x 4= 36, then you half 36, which gives you 18. Please tell me if you don't understand, I might have a bad explanation

Area = 1/2 x base x height
Area = 1/2 x 9 x 4
Area = 9 x 2
Area = 18 cm^2
